COVID-19: Modalities for the reopening of certain sectors of the economy

April 28, 2020 - Reopening of certain sectors of the economy

Certain economic sectors in Quebec will resume their activities in May. Here are the opening procedures for the companies concerned:

Retail and supply chain:

For retail businesses with direct access to the outside:

  • Monday May 4, 2020, everywhere in Quebec.
  • Monday May 11, 2020 in the metropolitan community of Montreal.

Companies in the retail supply chain will be able to resume operations on the same dates, while respecting the rules.

All establishments must comply with the health rules decreed by the public health authorities and the CNESST, as provided for in the Generic Guide to Health Standards in the Workplace - COVID-19.

Shopping centers must remain closed until further notice.

Manufacturing sector

  • May 11, 2020, in all regions of Quebec,
    with restrictions on the number of employees

However, manufacturing companies must have a maximum number of 50 workers + 50% of surplus employees per shift at any time on the same site, at any time of the day.

  • May 25, 2020, in all regions of Quebec,
    without any restriction as to the number of employees present to ensure their operation.

They must apply the health rules decreed by the public health authorities and the CNESST.

All employees who can telecommute will continue to do so.

Reopening of other sectors:

The other sectors or economic activities currently inactive, notably shopping centers, catering, personal care, places of distribution as well as the cultural and tourist sectors, are currently the subject of work and discussions between public health authorities of Quebec, the CNESST and the departments concerned.

Extension of temporary changes to opening hours and days:

The Government of Quebec intends to maintain temporary changes to the hours and days of opening of businesses as long as the health emergency lasts, to better meet the needs of the population during this period of pandemic linked to COVID-19.

CONSTRUCTION

April 28, 2020 - Minister Jean Boulet confirms the reopening of all construction sectors from May 11

On May 11, 2020, construction sites in all sectors of the construction industry, namely: public and road transport, residential, institutional, commercial and industrial sites will resume.

This is leading to the complete reopening of industry supply chains, made up of many SMEs.

SCHOOLS AND CHILDCARE

April 27, 2020 - Schools and childcare services will reopen gradually and on a non-compulsory basis from May 11

Preschool, elementary schools and educational childcare services, including unsubsidized daycares and recognized and unrecognized family environments, will gradually open:

  • May 4, 2020: access to all staff
  • May 11, 2020: reopening of preschool and elementary schools located outside the territory of the Metropolitan Community of Montreal (CMM)
  • May 19, 2020: reopening of preschool and elementary schools located outside the territory of the Metropolitan Community of Montreal (CMM)

Return to class will be on a voluntary basis.

Secondary schools will remain closed until September 2020 and students will continue their distance learning.

The educational support offered will be improved, for both elementary and secondary students.

Schools will apply the strict hygiene and distancing measures recommended by the public health authorities.
